Support in the design, setup, scale-up, and automation of MERA systems and processes across projects.
Develop and standardize key definitions, checklists, and flow diagrams for consistency across programs.
Prepare Business Requisition System (BRS) notes for acquisition and retention of MERA tools and processes.
Contribute to the development of MERAs Annual Operating Plan (AOP), ensuring alignment with KEF’s thematic priorities.
Monitoring & Evaluation
Design and manage frameworks such as Theory of Change, logframes, indicator tracking sheets, and dashboards.
Develop and oversee evaluation plans (baseline, midline, endline, and impact assessments).
Ensure high standards of data collection, validation, analysis, and reporting for internal and external stakeholders.
Lead the production of high-quality reports, presentations, and knowledge products to communicate program impact.
Capacity Building & Collaboration
Build capacity of program teams and partners through knowledge sessions on M&E, predictive analytics, school statistics, and budget analysis.
Provide technical support to project teams on the use of MERA systems and tools.
Coordinate with internal teams and external stakeholders to ensure effective execution of MERA operations.
Represent KEF’s MERA function in external meetings, workshops, and collaborative platforms.
Candidate Specification:
Educational Qualification
Master’s degree in Development Studies, Public Policy, Management, Statistics, Economics, Social Sciences, or a related field.
Certification or advanced training in Monitoring & Evaluation, operations management, or data analytics is an advantage.
Years of
Experience
Minimum 5–8 years of experience in Monitoring & Evaluation, Research, or Operations.
Proven experience in designing and implementing large-scale systems and processes, and in managing evaluations.
Prior experience in the education sector or with large-scale development programs is strongly preferred.
Technical Skills
Strong skills in systems and process design, operational planning, and budgeting.
Proficiency in data visualization and dashboard tools (Power BI, Google Data Studio, advanced Excel).
Quantitative and qualitative analysis skills; proficiency in SPSS, Stata, or R is desirable.
Experience with digital data collection platforms (ODK, Kobo, SurveyCTO).
Excellent English communication skills (written and verbal), with the ability to draft analytical reports and present insights clearly to diverse stakeholders.
